Arborian Occupied Cocoon Station, ATS Director Jean-Claude Hyde
As many of you are aware, last night, tragedy befell our station.
Crime has been on a rampant rise within Cocoon station for some time now, and it climaxed last night. In an effort to quell rising crime rates at its root, ATS Agents successfully baited a Yakuza decker with a rigged Arborian android some time ago. Set to track and locate the hacker's whereabouts, the bait was set and the trap was successful. ATS managed to locate the home base of the local Yakuza front, the Twin Dragons.
Arborian command deduced such an opportunity, to rid Cocoon station of such a large nest of criminals all at once and to eliminate such an unstable element to Cocoon, to be irresistible. The moment ceased, and a strike was organized. A collection of your bravest ATS men and women picked up arms, sick of the injustice found within this station, these individuals put their lives on the line for your safety and security. But even still, despite the overwhelming evidence stacked against these Yakuza to incriminate them all, a choice was given to them, to lay down their arms and face prosecution by serving their time in jail. Unfortunately, none of them took the offer.
The strike was henceforth carried out with their rejection of my offer. The objective was simple, to bring forth justice upon those deserving of it, the law must be served. However our losses were great, with every push we made into their lair, we lost another handful of agents. The deplorable conditions of pre-Arborian occupied Cocoon let this rot fester beyond our imaginings, these Yakuza were not ordinary, trained and supplied with military goods to some, such ghastly conditions forced our Agents to push until they could push no longer, and a decision had to be made. I, on behalf of Arboria, choose to permit an ordnance strike upon the building. The tower was destroyed.
It is with great regret that I state good Agents died that day, but let it be known they served honorably, carrying out their mission till the last, prosecuting the people who have wronged you the most. The Twin Dragons tower is no more, their organization snuffed from this station. The degenerate monster in charge of the organization was killed, and his subsequent leaders scattered. In one day, the impact of our strike has already been noticed, crime rates have reached record lows, the minor known gangs are laying low, and our patrols are going unmolested.
With this news, Arboria Corporation has officially ended their occupation of Cocoon Station; all assets, all resources and personnel shall be withdrawn immediately. However, therein lies a catch, Arboria believes without their constant vigilance in the station of Cocoon, crime rates stand to rise once more. It is with this sentiment, they decided to gift Cocoon station their subsidiary branch of Arborian Tactical Systems; ATS shall remain within the station, serving now as your police force. Supported by Cocoon Corporation and Cocoon citizens alike, our jurisdiction remains unchanged, and our vigil remains true.
Let this be the start of a new era for Cocoon station, a time where we may experience peace in the station. It has been a long time coming.
